Support a proxy that connect to the RO endpoint

Aurora clusters have both a read/write and a read-only endpoint. According to https://aws.amazon.com/blogs/database/use-amazon-rds-proxy-with-read-only-endpoints/ we should be able to connect to the RO endpoint for read query off-loading.
