Both consoles have a 4-Bit PCM, But Furnace doesn't seen to have That PCM

They don't, people use period 0 and rapidly change the volume to simulate samples.

Yeah, it's done in a similar way to the AY chips, but they don't have any native sampling capabilities. It's basically just using the CPU to control the soundchip's volume in such a way to create arbitrary waveforms

Doesn't the AY chip depend on the CPU's full attention as well to play back samples if it is done like the SN76489 (and the Sega variant), aka modulating the volume registers? If so, then I don't see why this can't be implemented on the SN chip as well in Furnace.

AFAIK, even though the volume registers on SN are also logarithmic, they are actually based on an attenuator (with the maximum value of 15 being silence or full attenuation) and the logarithmic steps are different, so this should be taken into account if the simulated "sample playback" feature is added to SN76489 in the future.

Yes it does, the principle is exactly the same- write to the volume register thousands of times per second when the period is 0. I also don't know why it isnt in furnace, especially given actual releases used this technique, even on 8-bit consoles.
