Simon Urbanek told me that the CRAN Mac builders randomly get stuck because of some notification permission request from google chrome blocked all processes until it was rejected/accepted. Perhaps this is the same issue.

chromote operations should timeout; there's a timeout when starting up Chrome and there are timeouts on individual commands. It's hard to say where this is getting stuck, though. A notification permission request makes sense as a culprit if Chrome is running but blocked. It'd be helpful to have a reprex that consistently reproduces the problem.
