In-App Error Notifications - Add developer documentation to explain when to use what #9252
Description
We should have some developer documentation for the notification system that explains when to use what type of notifications, with some examples. This way we avoid messages being overly critical, or bombarding the user with messages they can't dismiss. Keep it less technical, and more product-focused.
If we have inline documentation on this by the time the task is tackled that is also fine, but adding this one here towards the end of the project so we can review documentation and expand as needed.
