Linear Response Function

@FarnazH and @thomaspigeon :: Do you know if Thomas's linear response code was ever submitted as a pull request or merged in? We'd be happy to have it (even as a template) to use with @cassmasschelein work on alchemical changes.

I have Thomas's notes and can use them to template something new if needed.

P.S. @thomaspigeon this is a totally public repository (which is fine) but I want you to be aware of that just in case it was accidental that it was fully public. (I always favor free and open, but most people are more restrictive.)
