Programatic open/close of dropdown

Describe the bug

The programatic open and close appears to be broken.

I think this is related to #1067

Steps to reproduce:

1. Click on button to open
2. Click on button again to close
3. Click on button again to open

Expected Behavior:

Dropdown opens

Observed Behavior:

Dropdown briefly opens, then switches again into the closed state. Only a click outside of the Button will fix this.

Tested on Linux Brave and Firefox

I just applied the changes in #1634 and this fixes the issue.
