[watsonx-self-managed-ocp] Add support to use existing CR namespace

Code in https://github.com/terraform-ibm-modules/terraform-ibm-watsonx-self-managed-ocp/blob/main/modules/cpd-image-build/main.tf is always creating a new CR namespace. To make this more flexible, we should add support to use existing namespace
