Add support for configuration aggregator

• Support enabling config aggregator (See https://registry.terraform.io/providers/IBM-Cloud/ibm/latest/docs/resources/config_aggregator_settings)
• Support creating the trusted profile:

Should be disabled by default, as this is only needed by Workload Protection
