pip install compile error with python 3.13 and Jupyter requirements.txt file #263

Describe the bug
You cannot pip install the Jupyter requirements.txt file in python version 3.13. Version 3.12 is fine.

To Reproduce
Steps to reproduce the behavior:

GarminDB/Jupyter$ pip install -r ./requirements.txt

Expected behavior

...
Successfully built pandas
...

Additional context
The error with 3.13 is
