Can the frontend communicate with the Rust through the emitTo function? If so, how should the target be set?

it depends a bit on how you registered it on the rust side. If you used the webviewwindow's listen function, the label should be enough as a target. For listeners on the whole app you need to use the App or Any target emitTo({ kind: 'App' }, payload)
