Fallback journey doesn't have user's saved language preference

When you do something to trigger the fallback journey, it doesnt have access to user's language. Not sure what is the way to intercept the fallback pathway to add user's language as a variable in a journey before it goes to the fallback journey.

Steps to recreate

1. Ensure you set your language to a non-english one
2. Send a media item or text to the bot when its asking you to press a button or some other action like open menu

Expected behaviour

You should receive the message in your chosen language

Actual behaviour

You receive a message in English

A possible reason this could be happening is -
when you send www.google.com insteading of clicking the open menu button, Fallback is getting triggerd, so now

1. we will have to figure out a way to send journey_language to Fallback
2. and in Fallback the default value of journey_language is en , so we will have re-visit this
