bazel support

I would like to add bazel build rules support to PEGTL, and ultimately create a bzlmod entry for it so it can be easily used in other bazel based projects. Any objections/advice?

I would first ask if you really need Bazel for your project and if CMake is not enough.

Adding a new build system will require extra maintenance and expertise, which is not always available in the middle or long term when is contributed via PRs from the community.

I would suggest you detailing a bit more your scenario, in case really using Bazel.

Some of it boils down to personal preference. Some have a personal preference for CMake, I have a personal preference for bazel/buck and starlark, and have other projects using it. I find it much easier to work with than CMake.

If it's not feasible to introduce bazel in the PEGTL tree I could always just go and create a bzlmod entry for it, and overlay the build files. It's not a big deal.

In this case, I would prefer not to add Bazel support.

As I commented before, adding a new build system will not only require extra maintenance but also expertise in Bazel. When needing to add a new build option, for instance, the work will be duplicated for CMake and Bazel.

In case having a community quorum, of more people asking about the same, we can re-visit and discuss.

I didn't add bazel support directly to this project, but I did add an entry to the bazel central registry for anyone interested. I don't mind maintaining it, as updates to pegtl seem to be fairly infrequent anyway.
