Overlay picture over a picture

Hello everyone, I just started project with Tailwind and I need advice how to overlay a picture over a background (the background is also a .jpg) and place in the center?
Also I need to make the first screen background picture adaptive, so that the background takes up the whole screen of the mobile device, as its now adapted for the desktop, but not for the mobile version.

The main idea to take logo image below , make it small and put it in the center of background image on the first screen, and make it adaptive for mobile screens . I made the example : https://codepen.io/nordbird78/pen/qBodXXe
