Using TailwindCss with a design system

Hey to anyone who reads this 😁

I've add this message as "help" but also want to say this framework rocks! It's increased my productivity and I've learned some extra css along the way.

My current company has been convinced to go all in with tailwind and I'm looking to add it to our existing packaged design system.
I have hit a stumbling block trying to figure out the best way to depend on tailwind and managing where to add the config file. To properly use purge would tailwind need to be installed on the repo consuming the packaged design system?
