Allowing purge configuration in plugins

I'm building a plugin that includes syntax highlighting, and it would be nice to be able to specify which layers you want purging inside the plugin as the classes created by the syntax highlighting engine don't get seen by PurgeCSS, so I have to turn off purging for components globally.
