Add marker utilities

Hi, I made a draft PR ( #2444 ) that adds a new set of utilities for the marker box of a list item.

So I would like to get some feedback if it is worth it to finish, or not.

Example usage

<ol class="marker-decimal marker-blue-500 marker-space-3">
  <li>Hello</li>
  <li>Hello</li>
  <li>Hello</li>
</ol>

<!-- Works on any elements, not just lists -->
<div class="marker-disc marker-blue-500 marker-space-3">
  <span>Hello</span>
  <span>Hello</span>
  <span>Hello</span>
</div>
