npm install tailwindcss CLI not working — stuck

I am not able to download the Tailwind CLI using the command:

npm install tailwindcss @tailwindcss/cli

It gets stuck — I waited for more than 15 minutes. I tried multiple times, switched Wi-Fi networks, and even used my personal hotspot.
My VS Code terminal seems to be working fine otherwise. I don’t know why the installation won’t complete.

Try running with a --loglevel to see what it might be hung up on:

Could it be antivirus software preventing it from being installed? If you run with --loglevel silly and don't see npm silly ADD, then it could be antivirus software (or otherwise) preventing the packages from actually being written to the file system.

I dont think I have any antivirus software because my mcAfee subscriptions has been ended...
Is there anyway to resolve this..
