What is the base path for @reference "../../app.css" or @config?

I'm struggle to use V4 I use the tailwind with 11ty and postcss.

It looks like it not use all the CSS I wrote... or in other words, I cant reuse/apply some of my stylings.

/root
  /public/css/design.css # includes tailwindcss
  /content/page.njk #includes some more css with  @theme @reference ... that generates page only css.

@reference and @config paths are relative to the CSS file you write them in.

hmm.. so i should use my root becuase 11ty's config is there and postcss will callend in there config?
