Tailwind not tracking changes in html files

I am new to Tailwind 4.0 and need help setting up my project.
I have a folder structure like this:

Can someone explain to me why this is not working?

I believe Tailwind v4 may ignore the content key of a v3 configuration file, even if included with the @config directive. As per the documentation you'd probably want to set your source base path like so:

@import "tailwindcss" source("../");
