Tailwind error with icomoon

Recently i decided to migrate from tailwind 3 to 4 version and got this type of error

src/icomoon/style.css:1:1: @layer base is used but no matching @tailwind base directive is present.

i used this command from upgrade guide:

npx @tailwindcss/upgrade

any idea how to fix it?

The same error, the new project cannot reproduce this error, but it occurs when created in the old project.

The issue was resolved by modifying the configuration to TailwindCSS 3.

@tailwind components;
@tailwind utilities;
