Publish cli to crates.io (install using cargo)

Hey there. Congrats on the 4.0 release. Noting that the cli is rust based, I wonder whether it would be easy to publish it to crates.io and allow it to be installed using cargo. This would be super useful for projects where there's no node used.

Rust is used only for some code paths that are slower in JavaScript. Otherwise, the project is still mainly JavaScript-based so it doesn't make sense as a Rust package.
