1. the first step of document use link 'https://angular.io/cli'

2. the link refer to a website which is no longer updated
   

3. Angular use a new domain name 'angular.dev'
   

4. https://angular.io/cli should update to https://angular.dev/tools/cli to avoid mislead user to install @angular/cli@17 every time
