Improvements for Branch Protection and Release Signing

Hello,

I ran the OSSF Scorecard on Tailwind repo and found a couple of improvement areas:

1. Branch Protection: Force pushes are enabled on next and master branches, and code owner review isn't configured.

2. Signed Releases: None of Tailwind releases are signed, which could make it easier for them to be tampered with.

Could these findings be addressed?
