Is it possible to focus the dialog on the initial focus?

I have specific requirements that necessitate placing the primary focus on the actual dialogue and ensuring that VoiceOver can accurately identify it as a dialog, for instance, displaying a message such as 'Modal web dialog with 5 items.'

Is it possible to set the initial focus as the modal itself?
