Use a Dialog or Popover for a floating form?

Hi! 👋

As you can see in the screenshot, when I click on the Add resource button, I have to show a complex form on top of it.

Should I rather use a Dialog or a Popover in this situation? What are the pros and cons of each solution?

If I use a Dialog, how can I show it just on top of the button instead of in the middle of the screen?

I found this discussion saying that in that case, a Dialog is better but not sure if this answer applies to my use case.
