Command palette - MacOS vs Windows

The most recent Tailwind video demonstrates how to build a command palette.

Are my following assumptions correct?:

1. The end-user does NOT have to install anything (e.g., Chrome extensions) in order for the command palette to work; and
2. ...because the command palette is javascript-based, the end-user should be able to bring up the palette regardless of the operating system environment (i.e., MacOS/Windows/Linux), so long as the proper keyboard shortcuts have been incorporated into the code.
