Expected behavior

I want to use the HTML file upload and send feature available via the web interface using the link titled 'Post' from the main menu of a mailing list whilst also having that list use a sending permission that includes 'moderated even for moderators'

Actual behavior

If I set a list to use 'moderated even for moderators' as part of the sending permission then the 'Post' link is greyed out from the main menu of that list.

Additional information

It was supposedly previously possible in earlier versions to both have a fully moderated list for every type of user and be able to upload a send HTML files for the same list.

I've looked at the source and can see the menu is using a function that checks against the scenario files in terms of whether the Post link should be active or disabled, but it shouldn't treat moderators as a user to disable the link for
