Can no longer use `basedpyright` with `pet-mode` enabled by default

Migration to pet-mode breaks custom lsp-pyright-langserver-command -- i.e. setting it to basedpyright means nothing, as pet-mode will
(setq-local lsp-pyright-langserver-command (pet-executable-find "pyright")) , ignoring the user's wishes

Also: for some reason, even after adjusting the buffer-local variable to point to basedpyright, the server apparently starts in a weird state -- it accuses several errors in perfectly valid code, complaining about invalid imports and other rules that it did not complain before.

When running spacemacs without the update to python-pytest+pet-mode, basedpyright starts correctly and does not complain about these import errors
