API-ish way to get @swc/core <-> swc_core compat range

Currently, we have swc plugins that are in use in our code base. Since the plugins are not backward compatible, we want a way to programmatically access the compat range so we can modify our cargo files based on the resolved version in yarn.lock.

Is there a way to get the compat range programmatically without having to curl https://plugins.swc.rs/? It could also help if the plugins webpage routes could be parameterised to the corresponding filters.

No. I may provide a REST API for that, but how would you get it up to date without a network request?

Network access is not an issue. The problem is that the plugins page can't be parsed programmatically because the routes are weird. There isn't a consistent way to say "Give me the corresponding swc_core version for @swc/core@1.10.4".

If we fetch the compat range, we should be able to use cargo-edit or something equivalent to upgrade the package. It should be easy to write a script that does this.

It'd still be an issue if there are major breaking changes, but most of the recent core upgrades haven't necessitated any changes to our plugin code. So, it should still work most of the time while giving our systems team an option to automate things when they upgrade swc.
