why a separate package of @swc/helpers

I was curious to find out @swc/helpers and @babel/runtime are mostly same (except filenames).
That's my question: why not use @babel/runtime directly?

Current similarity does not guarantee future improvement of SWC will always follow babel runtime's behavior.
