why is swc not enforcing types?

if I do:

export class Foo {
  foo: boolean;

  constructor() {
    this.foo = 'bar';
  }
}

I get no errors, despite the fact I have said foo should be boolean...

My swcrc is:

Swc doesn't support typecheck. You should use tsc for typecheck.
