Add Persian (fa) translation

Hello Sveltia CMS team,

I am interested in contributing to the project by adding the Persian (fa) language translation.

I would like to know if you are currently accepting contributions for new locales.

If so, could you please provide some guidance on:

1. Which files I need to create/edit (e.g., copying en.json to fa.json)?
2. Where are the locale files located in the repository?
3. Are there any specific contribution guidelines I should follow for translations?

I am ready to start working on the translation and submit a Pull Request.

Thank you for the documentation link! After reviewing the l10n README, I understand the current state better. I see that the project is planning to migrate from svelte-i18n to a new sveltia-i18n library (using MessageFormat 2 spec), which will change the file format from JavaScript files to a new format.

I appreciate the transparency about the project's roadmap. I'm willing to wait for the migration to be completed before contributing the Persian translation, as I want to ensure I follow the final implementation approach. Looking forward to the team's guidance on when the new l10n system is ready!
