Add Model Server Prometheus Exporter

Model Server exporter will provide prometheus metrics which show the models being actively used for estimation. This can be leveraged by the metal ci to check if the desired models are being used. Additional metrics regarding the model server like version can be added to this as well. Kepler exporter should also have more metrics added to it including underlying cpu architecture of the machine.
