Add qSKOS quality checks

qSKOS defines a set of quality issues.
A service for evaluating a SKOS vocabulary against these is hosted by PoolParty.

I suggest that the VocPub system either
(i) add these issues into the checking process, or
(ii) run the vocab through the PoolParty quality checker as an additional phase

The point - to utilise qSKOS - is well made but we won't add its rules/test to this profile as VocPub is designed to be part of a SKOS vocabularies profile hierarchy that already (conceptually) includes qSKOS. Here is a draft of the hierarchy that hasn't been made public yet since I haven't got the validation-by-profile tool (Cheka) running properly yet:

So a profile-based validator can expect to follow VocPub's dependency links to qSKOS and other things. When it does, it will then carry our any tests from those profiles that it can find. We will need to implement as many of qSKOS's rules as we can in SHACL (unavailable when qSKOS was originally made) so that Cheka can use them easily.

There is always the potential for a tool like Cheka to encounter non-SHACL validators. Either similar data validation languages like ShEx or completely different systems like application code (Python, JavaScript functions) and Cheka doesn't know how to deal with those yet but will eventually!
