[BUG] Fix footer underline color/visibility in dark mode on the Scale Recipe page

Describe the bug
In the Scale Recipe page, the footer links have visible underlines that do not display correctly in dark mode. The underlines mismatched with the theme and become invisible against the dark background.

This creates inconsistent UI behavior between light and dark modes.

To Reproduce
Steps to reproduce the behavior:

1. Go to the Scale Recipe page.
2. Enable Dark Mode.
3. Scroll to the footer section.
4. Observe the link underlines — they do not match the design theme or are hard to see.
