Fix dark mode heading visibility on Health Center page and footer title underline color inconsistency on scale recipe page

Description:
There are two visual inconsistencies that need to be fixed:
Health Center Page Heading

• The main heading on the Health Center page is not visible in dark mode.
• It appears that the heading text color blends with the background.
• ✅ Expected: Heading should have proper contrast and be visible in dark mode.

Footer Underline in Scale Recipe Section

• The underline effect under the footer title in the Scale Recipe section uses a different color than the rest of the pages.
• ✅ Expected: The underline color should match the standard footer underline color used across the site.
