[other] can't open PR to neuroml_updates branch

Please describe your issue

I was trying to open a PR (not merge) to sync the neuroml_updates branch (used on OSB) with development, but I can't seem to do so.

Could someone please take a look at the repo permissions when possible to allow me to do this? (Can only collaborators open PRs now?)
