Remove OCR feature flags

Various projects have OCR feature flags in settings and then they are used throughout the code to act differently depending on if enabled or not.

Once OCR workflows are fully released and are not causing disruption, we can remove these from the settings and from the code.

I don't think we want to close it, but it's low priority. Basically the task identified here is to remove the feature flags from the settings and the code, the reason being to reduce clutter. The downside of this would be that if for some reason we wanted to temporarily remove OCR as an option, it would be hard to do without the feature flags in the code and settings.
