Suggestion: Emit OpSuccinctConfigUpdated on initialize function

Suggestion;

The initialize function in OPSuccinctL2OutputOracle.sol
sets configuration but does not emit an OpSuccinctConfigUpdated event.

In order to be able to fetch all configs from events and for consistency consider emitting OpSuccinctConfigUpdated.
