Auto retry to fetch config file if failed due to network issue

Seeing issues on other projects (not yet using Updatotron) where there appear to be network connection issues that prevent the config file from being downloaded. In these cases it may be useful to:

1. Have a network connection listener that will automatically retry to pull the config file when a network connection becomes available
2. Auto retry to get the config file X number of times before resulting in a fetch failure
