remove: remove math/base/special/identityf

This commit removes `@stdlib/math/base/special/identityf` in favor of
`@stdlib/number/float32/base/identityf`.

BREAKING CHANGE: remove `math/base/special/identityf`

To migrate, users should update their require/import paths to use
`@stdlib/number/float32/base/identityf` which provides the same API and
implementation.
