Add `update` command to pull in template changes

Cruft gives the ability to update your project when the upstream template is updated. We should offer this functionality via ssb-project.

One significant challenge with this is how Cruft handles merge conflicts (cruft/cruft#49), we should see if there's a way to make this easier for our users.
