SIP-031 Boot contract for Epoch-3.2

The boot contract (for both mainnet and testnet) managing SIP-031 funds need to be deployed on Epoch 3.2 activation function along the minting of the first 2 chunks of 100M (total 200M). Those newly minted STXs are transferred to the contract itself.

It is important to associate the mints event to the coinbase related to the activation.

The initial set of signatures allowed to update the recipients for funds claiming needs to be decided too.
