SIP-031- Epoch 3.2 boilerplate code

This issue keeps track of the first step for implementing SIP-031: Epoch 3.2 transition.

The boilerplate code for Epoch 3.2 needs to be prepare with an (initially) empty activation function (it will be implemented in the second step)
