create dedicated test documentation

Currently test related documentation is embedded in the [contributing page](https://github.com/stacks-network/stacks-core/blob/master/CONTRIBUTING.md#testing)

The idea is to create a dedicated page related to test management that eventually could be linked in the contributing page.
