Non-operator templating #80
Description
We're starting to stack up on a few repos that aren't operators, and may not even be written in Rust (with https://github.com/stackabletech/druid-opa-authorizer being the newest example). It would be nice to have some kind of reduced mode that still applies the relevant config (like Renovate and Bors) to those repos.
