Add and remove versions from the spreadsheet

• Add 2.6.1 (LTS)
• Mark 2.4.18 as deprecated
• Remove 2.6.0

Tip

Please add the scheduled-for/2025-03 label, and add to the Stackable Engineering project.

### Update tasks (HBase, Phoenix)
- [x] Update `versions.py` to reflect the agreed upon versions in the spreadsheet (including the removal of old versions).
- [x] Upload new versions (see the `hbase/*.sh` scripts).
- [x] Update `versions.py` to the latest supported version of JVM (base and devel).
- [x] Update other dependencies if applicable (eg: phoenix, opa_authorizer, etc).
- [x] Check other operators (getting_started / kuttl) for usage of the versions. Add the PR to the list below.

### Update tasks (Omid)
- [x] Update `omid/versions.py`to reflect the agreed upon versions in the spreadsheet (including the removal of old versions). (no change from 1.1.2)
- [x] ~Upload new version (see `omid/upload_new_omid_version.sh`).~ (no change from 1.1.2)
- [x] Update `versions.py` to the latest supported version of JVM (base and devel).
- [x] Update other dependencies if applicable (eg: jmx_exporter, etc).

Blocked because: Spark depends on HBase, since https://github.com/stackabletech/decisions/issues/43 has not been decided yet, I have not changed anything yet wrt Spark.
