`fcntl` module not available on windows

fcntl module seems to be available only on Linux, But I try to run this project on my Windows machine. Is there any solutions ?

I'm sure there is a solution, thanks for spotting this issue. Note that the online algorithm is still not properly released, and in a beta mode without any documentation... I'm pretty sure that I'm looking for the online sorting solution. And I have run the offline version several weeks before, it's a great work and help me a lot. Thank you! I will try spyking-circus-ort project on my Ubuntu virtual machine recently. @yger
