Maven validation lists issues in plugin

Describe the bug
We are preparing for maven 4 topics. For that we activated maven-plugin validation and found, that this plugin is listed to having issues:

• com.spotify.fmt:fmt-maven-plugin:2.23
• Plugin EXTERNAL issue(s): Plugin should declare Maven artifacts in provided scope. If the plugin already declares them in provided scope, update the maven-plugin-plugin to latest version. Artifacts found with wrong scope: [org.apache.maven:maven-plugin-api:3.9.6]

To Reproduce

• using maven in version 3.9.2 or higher
• executing a packaging of a pom.xml where this plugin is used, activate -Dmaven.plugin.validation=verbose

Expected behavior
No warnings regarding this plugin.

Same still in version 2.25 of that plugin. Is it possible to have an update there? Could I support somehow?
