It depends on your business processes and the A&I framework you use. Ideally, the updates to it should be automated and picked up by the RBA RRs.
An effective combination of A&I attributes to track is OU/title/Business Unit, as well as group membership. We generally see users retain groups for quite a while, even though their title has changed as part of transitioning.
